Homeowners tend to treat pre-demolition testing as a formality, a box that gets checked somewhere between signing the contract and the dumpster arriving. Handled that way it becomes the single most disruptive event in a renovation, because a positive result does not just add a line item. It changes who is legally allowed to touch the material, how the work has to be performed, what gets disposed of and where, and when every trade behind it can start.
The homes built across Encinitas through the 1970s are the ones where this matters most. They predate the regulatory dates that govern lead and sit inside the window where asbestos-containing materials were still being installed, and they carry a few electrical and plumbing conditions specific to their era. None of that is a reason to avoid these houses. It is a reason to find out what is in yours before anyone swings a hammer.
Why testing happens before demolition, not during
The sequencing is not a preference. Cal/OSHA’s asbestos in construction standard places the duty on the employer to determine the presence, location, and quantity of asbestos-containing material before work begins, and that obligation exists independently of whatever the local air district requires.
This distinction is worth understanding clearly, because it is where most contractor advice goes wrong. San Diego County’s air district rule governing asbestos removal, renovation, and demolition excludes residential buildings with four or fewer dwelling units from its definition of a facility, and exempts renovations disturbing less than one hundred square feet of building materials in any three hundred sixty-five day period. A homeowner reading only that could reasonably conclude their single-family remodel is unregulated. It is not. Cal/OSHA still applies to the people doing the work, and the county’s hazardous materials questionnaire separately routes projects disturbing one hundred square feet or more toward submitting an asbestos survey, with notification required at least ten working days ahead of demolishing a load-bearing structure even when no asbestos is present at all.
The practical consequence is straightforward. Finding asbestos mid-demolition stops the job. Crews leave, the area gets isolated, a certified consultant comes in, sampling and lab turnaround happen on their own schedule, and a registered abatement contractor gets scheduled against their existing calendar rather than yours. That stoppage costs more than testing ever would, and it lands at the worst possible moment, which is after the client has moved out and started paying for somewhere else to live.
Asbestos
Correcting the date that misleads everyone
Asbestos was not banned in 1978. Specific uses were restricted at various points through the 1970s, but existing inventory continued to be sold and installed for years afterward. Materials in homes built and finished through the late 1970s and into the early 1980s test positive regularly, which is why a construction date alone never settles the question.
What a house from this era actually hides
The suspects in a 1970s tract home are consistent enough to list. Acoustic ceiling texture, the popcorn finish that defines the era, is near the top. Drywall joint compound is frequently overlooked because it is not a distinct visible material, yet it runs through every wall in the house. Nine-by-nine vinyl floor tile and the black mastic underneath it show up under later flooring constantly. Duct wrap, duct tape, and register boots in the HVAC system are common. Roofing felt, cement board siding, and transite flue pipe round out the exterior side.
Cal/OSHA adds a presumption that matters here. Surfacing material and thermal system insulation installed before 1981 is presumed to contain asbestos unless testing demonstrates otherwise. Read against a 1970s home, that means the popcorn ceiling is treated as asbestos-containing by default. A contractor who scrapes it without testing or without treating it as presumed asbestos is not saving you money. They are transferring a liability to you.
Who performs the survey
Suspect materials that will be disturbed have to be sampled and analyzed by a Certified Asbestos Consultant or a Certified Site Surveillance Technician. This is not a role a general contractor fills, and it should not be a role your abatement contractor fills either, since the party identifying the problem should not be the party quoting the solution. The survey stays on the property while work proceeds.
When abatement is required, a separate qualification applies. Contractors performing asbestos work above the regulated threshold must be registered with Cal/OSHA and hold the appropriate specialty license. Your general contractor coordinates that scope. They do not perform it.
Lead
The governing date for lead is 1978, and it is a hard line rather than a guideline. Housing built before that year falls under the federal Renovation, Repair and Painting Rule, which means every 1970s home in Encinitas is in scope and a 1979 home is not.
The rule engages at thresholds far smaller than most people assume. Disturbing more than six square feet of painted surface in an interior room triggers it. Twenty square feet does the same outside. Window replacement and demolition trigger it at any size at all, which catches a great many projects that thought they were too small to worry.
Once engaged, the requirements are procedural rather than optional. The work must be performed by a certified firm using a certified renovator. Occupants receive the required lead hazard pamphlet before work starts. Containment goes up, open-flame burning and uncontained power sanding are prohibited, specified cleaning follows, and cleaning verification has to be documented. Records are retained for three years. Cal/OSHA’s separate lead in construction standard governs worker protection on top of all of it.
Original painted trim, doors, and window components are the usual positives. Testing can be done by an assessor or by a certified renovator using recognized methods, and a contractor may instead presume lead is present and simply work to the standard, which is sometimes the faster and cheaper answer on a small scope.
The lead almost nobody tests for
Paint gets all the attention. The lead more likely to reach your drinking water is in the plumbing joints. Lead solder was legal in potable water systems until the federal ban took effect in 1986, which means a copper supply system installed in the 1970s was almost certainly assembled with it. Fixtures and fittings from the era carry their own lead content, and the federal definition of lead free did not tighten to its current standard until 2014.
This matters when a remodel opens walls. Deciding whether to repipe is a much better conversation to have while the drywall is already off than three years later.
Galvanized supply lines, and what is more likely in this era
Galvanized steel supply piping corrodes from the inside out, gradually restricting flow while looking perfectly sound from the exterior. The tells are pressure that has quietly degraded over years and discolored water on first draw after the house sits.
Being honest about probability is more useful than repeating the standard warning. Galvanized supply was most common in construction predating roughly 1960, and by the 1970s copper had largely taken over in California residential work. What you actually find in a 1970s Encinitas home is often a mix, because forty-plus years of prior remodels leave behind whatever was current at the time. Original copper with lead solder, a galvanized section surviving from an earlier addition, and polybutylene from a later-1970s or 1980s repipe can all coexist in one house.
So the pre-demo question is not whether the house has galvanized. The question is what the supply system is actually made of throughout, which requires looking in more than one place. A single visible section at the water heater tells you very little.
The one that gets forgotten: aluminum branch wiring
Aluminum was used for residential branch circuit wiring from roughly 1965 through 1973, which places it more precisely in this housing era than galvanized supply. The hazard is not the wire itself. It is the terminations, where dissimilar metals, thermal cycling, and oxidation combine to loosen connections and generate heat at outlets, switches, and fixtures.
The remedy is generally not rewiring the house. Accepted repairs address the connections, typically with a specialized crimp or approved connectors at every termination, performed by an electrician who has done the work before. Identifying the condition during pre-demo assessment matters because the repair scope is proportional to how many devices get opened up, and a project that is already opening walls is the cheapest moment this will ever cost.

The right column is the reason testing belongs in feasibility rather than in demolition week. Every entry in it affects sequence, and sequence is what sets your move-back date.
How we sequence it
We get testing done during design and feasibility, before the contract scope is locked and well before anyone vacates the house. Results routinely change the plan. A ceiling that was going to be scraped gets encapsulated or removed under containment instead. A partial repipe becomes a full one because the walls are open anyway and the incremental cost is a fraction of doing it later. An electrical scope that was limited to the kitchen expands to every device on the affected circuits.
Clients occasionally ask whether they can skip testing and deal with whatever appears. That approach converts a known, schedulable cost into an unknown one that arrives at the worst point in the project, with a crew standing down and a specialty contractor being fit into someone else’s calendar. Testing early is not caution for its own sake. It is the difference between a budget with a line in it and a budget with a hole in it.
