The beam looks bad. Dark, checked along its length, notched where somebody ran a duct through it in 1974, holding up a roof that has been reconfigured at least twice. Every instinct says replace it, and most people assume that is what a building department wants to see.
On a Carlsbad bungalow framed in old-growth redwood, that instinct is usually backwards. Not for sentimental reasons, though the material deserves them. The permitting logic simply runs the other way.
The code cares about load, not age
Structural provisions for existing buildings no longer live where most people look for them. Chapter 34 of the California Building Code is now reserved, and the substance moved to Part 10, the California Existing Building Code. The 2025 edition took effect January 1, 2026, and Carlsbad adopted it as Municipal Code Chapter 18.09. Anyone still citing CBC 3403 or 3404 in a set of calculations is working from a cycle that no longer exists.
Two numbers govern. For gravity, an existing load-carrying element has to be strengthened or replaced where the alteration increases its design dead, live, or snow load by more than five percent. For lateral, an existing element may remain unaltered where its demand-capacity ratio with the alteration considered runs no more than ten percent above its ratio with the alteration ignored. Underneath both sits a third rule: an alteration must leave the building not less complying than it was.
Read together, the principle is clean. Code obligation attaches to a change in demand, not to the age of the material. A hundred-year-old beam that is sound, undistressed, and carrying exactly what it carried last year is not a deficiency. It is an existing condition, and existing conditions are allowed to persist.
Removing it is what opens the file
Pulling a beam out is not a neutral act on a permit set. It manufactures work the code then has to evaluate.
A replacement member has to be justified on its own terms, which means calculations, a stamp, and plan check review of something that previously required none. Getting the old member out requires shoring, which temporarily pushes load through framing nobody analyzed for it. And the wall and roof work surrounding the removal is usually what trips the lateral threshold, because opening a load path in a house from the 1920s or 1930s tends to weaken the very elements resisting lateral force. Cross that line and the altered structure owes current wind and seismic compliance rather than what was in effect when it was built. Carlsbad sits in Seismic Design Category D with a design wind speed of 96 mph at Exposure B. Meeting that in a bungalow with let-in bracing, board sheathing, few anchor bolts, and no holdowns means engineered shear walls and a designed load path down to the foundation, not a patch of whatever came out.
That is a different project than the one the client budgeted.
There is also a sequencing trap worth knowing before anyone reaches for a demolition permit. Under Carlsbad Municipal Code section 21.48.050(E), a nonconforming residential structure proposed for voluntary demolition may be replaced only if the nonconforming construction permit application is submitted and the City Planner approves the findings of fact before the date of demolition. Alter the house in place and nonconforming rights continue undisturbed. Knock it down and file afterward, and they are gone. On the tight lots common in older Carlsbad, a few feet of setback is frequently the difference between the house the client wants and the house the code allows.
The replacement may well be weaker
Here is the part that surprises people who work with wood for a living. Clear All Heart, Heart B, and B Grade are appearance grades. They describe heartwood content and freedom from visible defect, and they carry no published design values at all. The structural grades, the ones with numbers attached, are Clear Structural, Select Structural, No. 1, No. 2, and No. 3. Telling a plan checker your beam is Clear All Heart says something about how it looks and nothing a calculation can use.
Within the structural grades, redwood splits again into close grain and open grain. Open grain is the fast-grown, wide-ringed second-growth material, and the design tables penalize it hard. Select Structural close grain carries a reference bending value of 1,350 psi and a modulus of elasticity of 1,400,000 psi. The open grain version of that same nominal grade drops to 1,100 psi and 1,100,000 psi.
So swapping an old-growth beam for a modern redwood member of matching nominal grade can hand you a weaker element. Set that against the requirement that an alteration must not leave the building less complying, and the replacement argument starts working against itself. Decay resistance follows the same curve, since the extractives that make old-growth heartwood durable are exactly what fast-grown trees have less time to develop.

How an engineer puts a defensible number on an unstamped beam
None of the above helps until somebody assigns real values to the actual member in the actual house. There is an established method for it, set out in TFEC 3-2018, the Timber Frame Engineering Council’s guide to evaluating existing timber structures. Species first, since design values cannot be selected without it. Grade assigned in place using the applicable grading rules. Reference values pulled from the design supplement and adjusted. ASTM D245 and D2555 sit underneath the whole framework.
What makes in-situ grading different from mill grading is the part that explains why frightening-looking beams are so often fine. Slope of grain and knot size dominate the assessment, while appearance characteristics that would downgrade a board at the mill are largely beside the point. Knots get evaluated by actual location, because span and support conditions in a standing building are known rather than hypothetical. Old notches and mortises are analyzed as section loss, not treated as defects. And checks, splits, and shakes can typically be disregarded when grading a bending member in place, which happens to answer the single most common homeowner objection to keeping original timber.
Where hidden deterioration is suspected, resistance drilling gives a profile of voids and decay pockets without meaningful damage to the member. Worth saying plainly: that is accepted professional practice rather than a numbered standard, so it belongs in a submittal as the engineer’s method and findings.
The deliverable is a signed and sealed evaluation report identifying species, stating the grade assigned in place and the characteristics supporting it, citing the table and grade row relied on, and showing the demand-capacity calculation. Carlsbad requires structural elements to be stamped by a licensed engineer, and while Business and Professions Code section 6737.1 exempts single-family woodframe dwellings of two stories or less, that exemption ends the moment the design departs from conventional framing. Removing bearing walls or working around a member whose capacity must be demonstrated lands well outside it.
The historic question, answered quickly
Clients often assume an old house carries historic obligations automatically. In Carlsbad it does not. Designation under Title 22 requires the owner’s consent, the city lists thirteen designated landmarks and no historic districts, and a historic permit applies only to nominated or designated resources.
The corollary is the part that stings. An undesignated bungalow gets no review and also no relief. The California Historical Building Code contains provisions that would dissolve the grade-stamp problem outright, including acceptance of members without grade marks and a test-of-time allowance where a complete load path shows no distress under unchanged loads. Those are available only to qualified historical properties. Everyone else goes through an engineer.
Which is why we get one into the house during feasibility, before the scope is drawn. The question is never whether the original framing can stay. It is what the framing actually is, what it can carry, and which parts of the client’s program push demand past the thresholds. Ask it in that order and preservation usually turns out to be the cheaper path, since it skips a replacement calculation, skips shoring, skips a plan check conversation about a new member, and keeps nonconforming rights intact. Ask it in demolition week and you are redrawing a plan that was built around removing the strongest member in the house.
